Lead vocalist Fergie Frederiksen is let go and replaced by Joseph Williams, son of the legendary film composer John Williams and 1950s actress Barbara Ruick. Joseph Williams is a natural frontman, and gives the band a much-needed boost.

In 1999, the band releases Mindfields and embarks on an extensive tour around the world. After a few months in Europe they come to Japan where the shows are sold out. After a brief hiatus, Toto resumes their recording and release their first live album, Absolutely Live in 1993. The album features a cover of Weezer's hit song Hash Pipe as a response to the band covering Africa on their recent tour. Toto's touring band is rounded out by drummer Lenny Castro, bassist Shannon Forrest and keyboardist Shem von Schroeck.
