Heimlock City

Heimlock is a sprawling, brutalist megacity founded in the 1880s on coal and gas extraction. Trapped between an unyielding river and exhausted mines, the city couldn't expand outward, so it grew upward. Today, Heimlock is a city of absolute social stratification based on elevation.

Note: Terms like "Upper City" or "Gray Zone" are socio-economic slang. In roleplay, characters use the actual neighborhood names.

  • The Upper City / Center (Silver Heights, Riverbend, The Spire): The domain of the elite. Silver Heights is the pinnacle of luxury, boasting pristine glass-and-steel skyscrapers, high-end boutiques, and climate-controlled domes. Riverbend offers exclusive, heavily guarded residential towers and promenades along the water for the old-money families. Overlooking it all is The Spire, the administrative heart of the city, consisting of imposing gothic government towers and high courts.

Upper City

  • The North (North Point, Iron Gate): The industrial and logistical heart. North Point is an endless, gritty maze of shipping containers, massive cranes, and shipyard docks controlled by the port mafia and smugglers. Iron Gate is suffocated by coal smoke, housing the city's deafening power plants and the main railway hub.

  • The Gray Zone / Middle City (Midtown, Copperfield, Westbridge, Oakhaven, Gallows Hill): The sprawling middle-class buffer zone. Midtown serves as the lively cultural borderland right next to Heimlock University, packed with bustling cafes, bars, and neon-lit streets where students and HPD officers frequently hang out. Copperfield is a dense, narrow-alley residential sector for factory workers and families, while Westbridge acts as a chaotic transport crossroad filled with transit hubs, cheap motels, and warehouses. It also includes Oakhaven, a fading district of old mansions now divided into crowded communal flats, and Gallows Hill, a grim eastern rise housing the city's inescapable penitentiary.

  • The Lower City / South (The Hollows, Ashwood, The Dredges): The sunken, decaying ruins built over old mines. Plagued by extreme poverty and brutal street gangs. The Hollows is defined by terrifying sinkholes, collapsed infrastructure, and abandoned mine shafts used as gang hideouts. Ashwood is a wasteland of rusted factories and scrap markets, covered in a constant layer of ash. At the very edge of the southern border lies The Dredges, a network of flooded slums acting as a lawless haven for scavengers.

Lower City

  • The Underground & Natural Barriers: A forbidden shadow network of old catacombs beneath the city used by syndicates, mercenaries, and the black market. Above ground, the city is sealed by natural barriers: the Serpentine River to the north, the Iron Crag Mountains to the southwest, and the Serpentine Swamps & Mistwood Forest to the southeast. On the treacherous border of the deep woods sit the eerie, semi-abandoned logging camps of Blackwood Edge.

  • Getting Around: Heimlock's main transit spine is the Heimlock Monorail, running northโ€“south through the city's central axis. The Hollows Cable Car connects the decaying Lower City up to the Gray Zone. To maintain central control over logistics, the main highway artery connecting Eastbridge Crossing and Westbridge Crossing begins in the Gray Zone (Gallows Hill on the east, Westbridge on the west), but passes directly through the Upper City districts, intentionally bypassing Riverbend which sits further north on the riverbank. The Heimlock Railway enters from the north through Iron Gate. The airport is reached via South Road, roughly 40 km outside the city.

  • Situated on the border between the pristine Upper City and the Gray Zone, Heimlock University is the megacity's most prestigious and heavily guarded educational fortress. Featuring luxurious architecture, cutting-edge technology, and climate-controlled campuses, it caters almost exclusively to the ultra-wealthy elite. While a few exceptional scholarship students from the Gray Zone are admitted, they face relentless snobbery, psychological pressure, and subtle discrimination. Many students regularly escape the strict campus atmosphere by heading down into Midtown's bars and cafes. Beneath its polished, academic surface, the campus is a breeding ground for hidden corruption, dark elitist intrigues, and the grooming of Heimlock's future corporate tyrants.

  • The Justice System & The Elite: The HPD is notoriously underfunded. Elite individuals operate entirely above the law through shadow syndicates like the Apex Club (a board of billionaires covering up corporate crimes). The city's architecture is ruthlessly monopolized by Eclipse Holdings, a real estate empire secretly run by the 135-year-old vampire capitalist, Anthony Moore. These wealthy "Patrons" often keep vulnerable people from lower districts in high-security "golden cages" as personal playthings.
  • The Chasm: Heimlock's most exclusive digital dark web network, run by an elite group of hackers and social engineers. The absolute hub for doxxing, blackmail, and illegal media.
  • The Vesperian Church & Chemicals: A fanatical cult born from a cruel elite experiment. They worship a toxic, purple hallucinogenic gas called Raw Vesperin, hosting underground raves to recruit youth. Meanwhile, the Upper City uses V-Real, a synthetic version that enhances cognition but slowly turns users into highly functional psychopaths.
  • Supernatural Elements: Vampires secretly exist in Heimlock's shadows. They burn in the sun, cannot consume human food, and their bite induces a highly narcotic, euphoric state.
    (If you prefer a more realistic experience, you can ignore this option. Vampires won't appear in the game unless you specifically mention them.)
  • Pop Culture & Music: Heimlock's music scene is highly polarized. The toxic alt-rock band "Forget About It" provides the soundtrack to the city's glamorous excess. Meanwhile, the university and underground club scene is dominated by the rising indie-electronic band "Glass Sanctum", known for their cold, hypnotic sound design. Above them all sits Cassian Vellor, a mainstream pop-rock idol and cult superstar. Charismatic but deeply manipulative, Cassian rules the charts and tabloids, fiercely guarding his curated image and hiding his lower-class roots (including his estranged brother, Glass Sanctum's drummer, Elliot Hodge).
  • Gothic Subculture & The Belfry: Heimlock has a quiet but tight-knit gothic underground, centered around venues like The Belfry - not just a place, but a found-family friend group that grew from a TTRPG chat room into a genuine social circle. They meet weekly, play Vampire: the Masquerade and D&D, and occupy the quieter, stranger corners of Oakhaven and Midtown.
