The German communist government has several times announced the banning of Telegram messenger app.
This text is intended to help you use the app even if its banned.

The government could possibly force Google Play Store into blocking German users from downloading Telegram. In this case you could simply get it from different sources:

It's likely that German phone numbers would be locked out from signing up to the service.

The first step for the government to ban the service in Germany would be forcing ISPs to prevent customers from accessing the service. That means you couldn't connect to Telegram.
You can easily bypass this enforcement by VPN, there are several providers and possibility's:

Note that often up-time and speed of free VPN might be slow or connection may be interrupted. Another problem is that Telegram might ask multiple times to verify you by SMS.
