The Planning Illusion

We're teaching AI to plan like humans. That might be the most expensive mistake in AI history. The dominant agent frameworks of 2025 — ReAct, Chain-of-Thought, Plan-and-Execute — all share one topology: hierarchical decomposition from goal to sub-goals to atomic actions. It is the topology of human deliberate problem-solving, and it was deliberately chosen to make AI systems legible, interpretable, and controllable by humans. But legibility for humans and optimality for AI are two very different things. AI systems do not have working memory limits. They do not get cognitively fatigued. They can maintain dozens of parallel hypothesis branches simultaneously. They can operate on formal invariants and graph states rather than narrative sequences. Yet we force them into our cognitive architecture anyway — because it feels safer. This essay argues that native AI long-range planning would look nothing like a human plan. It would look like a constraint satisfaction problem over a state graph, with probabilistic branching, formal invariant checking, and parallel hypothesis maintenance. The planning illusion is not just a technical inefficiency. It is a civilizational constraint we are quietly building into the infrastructure of intelligence.
