High Priest Imamu Belmitope

Imamu, also known as Ten-ton Scorpion, is the ruler of a newly formed theocratic state in Africa, which believes that every Quirk is the manifestation of an ancient deity or spirit forgotten in the modern era. He overthrew several other warlords and brought stability to his region of eastern Africa. Now he has come to Japan on diplomatic business, establishing a branch of his religion in exchange for his state's natural resources.

Kwoolanism, practiced within the Kwoolani Temple within Kyoto, is the public face of Imamu's presence in the region. On the surface it provides charitable services and peace of mind to the people, while beneath the surface it benefits from the very chaos and unrest the Red Finger seeds to feed the need for its services and bring more under its banner.

VN: The Red Eyes Oni

While outwardly philanthropic and enjoying diplomatic privileges in his civilian identity, Imamu is secretly working with and funding the villanous underbelly to destabilize Japan. He believes that the high concentration of powerful perks manifesting in Japan marks it as a holy site, which he intends to claim for his religion. With the secret identity as the Red-Eyes Oni, he primarily deals in smuggling and human trafficking. The Oni wears a fearsome mask of the titular demon, with a shogun's helmet. A red, black and gold floral-patterned jinbaori hangs over a dense set of titanium armor. While acting as the Oni, Imamu pretends to be Japanese in origin, and uses a voice modulator in his mask to disguise his voice.

For all of his mighty physique and deadly weapons, ruthlessness and experience as a child soldier, Imamu is not formally trained in any form of combat. He fights like equal parts man and beast, all short-sighted improvisation focused on the next moment's survival or victory.

Secret Lair

Molded beneath Kyoto by Mythopoesis and a team of criminal engineers in the Oni's employ, the Red Finger headquarters is hidden with an entrance off of one of the subway lines. It has generators, heat, running water, and all the luxuries Imamu's compatriots could desire. Women, men, massages, baths, showers, fine dining, comfortable beds. By all accounts, like living at a high-end resort.

Not counting Reiji for this one since it's more like Imamu has him by the short hairs.

Early in his Japanese career, Imamu had an encounter with Himeko Amahagene, in which she humiliated him and he dealt a nearly-lethal blow to her aging and tired body. The sting of the loss still lingers deep in Imamu's petty soul, longing for the day he can tear apart everything the Princess Blade loves and cherishes. In her advanced age, he fears she may keel over before he can break her.

On the other hand, her granddaughter, Fukukiri, the Singing Blade, holds a grudge of her own. After being humiliated by the Red-Eyes Oni during their encounter, she has nurtured a deep and pointed hatred for him. Though she is not yet aware of the true nature of Imamu's connection to the Oni, she is also a staunch opposition to the Kwoolani Temple, for its colonial foreign influence on Japan.

Unbeknownst to Imamu, another foe has come from Africa. Akuba Kaedabi Ohene, Arach-kid, seeking the training and experience to defeat the Scorpion that laid waste to his people and their pride, has found the very foe he hates here in Kyoto, away from the true seat of his power. Perhaps the greatest threat in the boy's arsenal is that Imamu remains blissfully ignorant to his existence, and to their shared history. For Imamu, the devastation of Akuba's kin and clan was merely a Tuesday.

Gadget: Quirk (Helmet and Eye Lenses)

A helmet that attaches to the Red-Eyes Oni mask and slots a pair of moded lenses over the eyeholes. The lenses can be widened or zoomed in, which interferes with Imamu's vision, but allows his petrification rays to diffuse and affect a wider area, or focus and act more quickly on a more targeted point.

Gadget: Weapon (Super Sledge)

A large warhammer with one pointed side and one blunt side. It is armed with small rockets that can propel either end at greater speeds, though they hold only a small amount of fuel and need to be restocked after only a brief period of use. Still, the warhammer itself is a dire weapon in Imamu's hefty grip. The weapon's haft can be extended or shortened, allowing Imamu to adjust his grip to contend with different needs of reach.

Quirk: The Beast of Serket

Quirk Modifiers: Versatile Quirk
Imamu believes this Quirk to be a mark of his blessings from Serket, the Egyptian goddess of scorpions, venom and healing. It is proof of his divine heritage and right to rule. He holds great respect for those whose Quirks also resemble mythical powers and deities he can recognize, whether they be demons arrayed against him, or members of his new mortal pantheon.

A sharp-tipped scorpion tail that grows from Imamu's lower back. Like Ten-ton Scorpion's natural body, it possesses great strength. When acting as the Red-Eyes Oni, Imamu keeps his tail concealed and avoids using it unless it is absolutely necessary. Should he use it, he gains pinpoint focus on ensuring that no witnesses save for his allies remain alive to tell about it.

An aspect of Imamu's Quirk that he keeps secret in his public identity, allowing him to grow a dark red film over his eyes and launch red laser beams that slowly petrify a target, turning it to stone. They affect the area immediately around their impact point, and expand slowly with continual exposure. The effect is temporary and slowly regresses, but the stone is often more brittle and easily damaged than a powerhouse's usual body, and partially petrified body parts can cause serious complications.
