The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no benefit in terms of gameplay other than making it easier to buy upgrades.

Boosts

Costs

Upgrades are accompanied by some associated costs. The first is the cost to perform the upgrade. It can be costly and is contingent on the new ilvl of the item and the number of perks it receives. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.

The second is the price of the materials required for an upgrade.
