Once upon a time the Hair and Feather tribes were locked in constant war and each were by turns the conquerors. Had it started with the foxes preying on the geese, or the eagles pouncing on the mice? Regardless of what the original spark had been, the war continued without an end in sight. Tsugumi as a 「Nobusuma」 had not openly joined any side, if the Feathered had greater need for her strength, she would become a Bird, if the tides changed and the appropriate offer was made she would return to being a Beast.
As the inevitable end of the war came, the results couldn't be any different: The feathered would simply throw her out as her service would no longer be needed, but her Hair tribesmen would not be content to simply forgive her acts of treachery, leading her to the current circumstances. Joining a group like the Yahata could be the natural next step of her life, but having others to take care of the troublesome elements that annoy her is a great bonus in and of itself.
Contrary to what one would expect from someone of her infamy, Tsugumi is not a bloodthirsty warmonger but a subdued and refined professional, something she takes great pride in. For all her confidence, she can't help but be even more embarassed when her lacking core and phase talents do sabotage her image.
Even prior to her betrayal of the Hair tribe, Ootori's relationship with her fellow kin was less than stellar, for she had zero talent for their most valued techniques, leaving her no other option but to embrace the vice of knowledge to survive. Her relationship with the Feathered while not tinged by the same mockery couldn't be said to be much deeper than a mere asset in a war, therefore there is no need for guilt for exploiting both sides for as long as possible.
Her motivation in joining the yahata might be to simply dump her issues onto others, but a small part of her wonders if it isn't an opportunity to find a place where she truly belongs. Lately she's started studying the natural sciences beyond just what's strictly necessary for her techniques, as well as other popular books she didn't have the opportunity to check during her former employment.
