DOE will also evaluate the impact on manufacturers and will employ a modified industry cash flow model adapted to this product type in order to estimate manufacturing NPV. Finally, DOE will consider the potential impact on small business manufacturers as well as other subgroups of manufacturers to identify any that may be affected in a different way by these proposals.
